The purpose to advocate this move is for the need to support civil society and to facilitate and harmonize the planned activities of the CIAA.
Presently, the CIAA is also working in ten pilot districts: Jhapa, Morang, Parsa, Dhanusha, Chitwan, Rupandehi, Kaski, Banke, Dang, Kailali.The reasons this project plans to work in the same pilot districts are for the need to support civil society, to raise constructive public opinion regarding their rights and duties to fight against corruption and to complement the planned work of the CIAA, where CIAA's capacity to deal with corruption complaints is being strengthened by the CIAA project. Like state actions against corruption that have been taken up by the CIAA, this project also aims to mobilize civil society members to fight corruption.
The CIAA project mainly addresses to strengthen the HMG offices, whereas this project will address the problems which are outside the remit of the CIAA project. This project will address the following problems which are beyond the plan of the CIAA project:-

Lack of public awareness about complaint procedures and the damaging effects of corruption.
Local people fear that any complaints they make against HMG personnel will probably be ignored / and will have negative effects for their work.
The lack of commitment of local civil society organizations in combating local level corruption and advocating against it.

For this purpose, the project requires collective action and coalition building between the civil society, line agencies, CIAA, GGCs, District Administration Offices (DAOs), Federation of Nepalese Chamber of Commerce and Industry (FNCCI), Police system, Justice System and the media. This project will coordinate to establish its links to these collaborators and promote dialogues with them. Such links will exert extensive force to persons in position to be cautious in delivering better services to the people. The emphasis will be laid upon the need of joint collaboration and co-ordination among all the stakeholders involved in corruption control. The project longs to work mainly with civil society at the local level utilizing their resources, strengths and commitment to fight corruption through intervention on both supply and demand side of corruption.
To strengthen the campaigns, the project plans to run anti-corruption advocacy, public hearings, setting up Civic complaint hearing units and civic cells for corruption monitoring, disseminating information on anti-corruption and exposing illegal activities. The members from the civil society organizations will be trained on anti-corruption advocacy skills, which will help them developing their capacity in finding the cases based on facts and figures. Ten pilot districts will hold series of dialogues, trainings and advocacy sessions, correspondingly publish bulletins for general public/civil society representatives to encourage active anti-corruption movement.
