  National Agenda for Peace and Reform

The agenda received from regional-level PDF was re-analyzed and the national agenda (draft) for the sustainability of peace and reform was prepared.

The national agenda was made public on December 27, 2006 in a national-level public dialogue forum in the presence of Rt. Honorable Subash Chandra Nembang, Speaker, House of Representatives - the Chief Guest of the program; parliamentarians of the constituencies-concerned; high-level government officials-concerned; human rights activists; journalists; NGOs and the representatives of civil society organizations from all the 14 zones. The national agenda for the sustainability of peace, reform and democracy has been prepared including the suggestions expressed in the national dialogue forum as well.

The national agenda has been divided into four categories i.e. political, social, economic and geographical. Among these national agenda, some have already been addressed by the state while some are still under consideration. It is our belief that the agenda formulated through public dialogues of parliamentary constituency and regional and national levels - if gets addressed from the state on time, will contribute to the campaign of sustainable peace, reform and democracy. The agenda has been finalized and presented as per the spirits of the participants of the public dialogue forums.

1. Political Agenda

Full implementation of political agreements
Declaration of interim constitution, declaration of constituent assembly (CA) polls date
Parliament dissolution and constitution of interim government
Determination of parliamentary constituencies based on population, proportional electoral system
CA polls in a free and fair environment
Arms management of both sides before CA polls
Census and citizenship distribution before CA polls
Adult franchise arrangement for citizens above 16 years of age
Proportional representation (woman, indigenous people, and Dalit, Janajati…)
Restructuring of state (in a way the ethnic, geographical, class and gender-based inequalities could be resolved)
Democratic republic, inclusive democracy, federal and provincial governance system
Democratization of army, mobilization of army through people’s representatives
Merger of People’s Liberation Army into the national army
Immediate termination of extortion and abduction
Finding an outlet of the rebellion of Terai Janatantrik Mukti Morcha
Rehabilitation/due compensation to the conflict victims and internally displaced people
Re-establishment of all demolished offices in the previous locations
Compensation to the dead and injured people of People’s War and People’s Movement
Action against the suppressors of the People’s Movement
Protection and high respect to the martyrs’ families
Nationalization of the property of king and royal family
Unbiased investigation of royal palace massacre and penalty to the culprits
Independent, efficient and unbiased judiciary, guarantee of human rights
Making public the whereabouts of disappeared citizens
Right to information, independent media
Strict law against corruption
End of political interference in administrative and educational sectors
Ceiling of land on the basis of price, proportional distribution/ceiling of land
Land policy on the basis of ‘land for the one, who tills land’ (Jasko jot, usko pot)
Finding an outlet of the problems of landless people, freed bonded laborers (ex-Kamaiyas) and Haliya (bonded farm worker) system
Inclusive democracy in political parties, concept of ‘one person, one post’ in each party
Transparent accounts of political parties and annual auditing of accounts
Arrangement for withdrawal of people’s representative, if he/she commits a blunder
End of political prejudice in development and construction works
Operation of local bodies on the basis of all-party consensus
Reservation for woman, Dalit, Janajati, disables and highly backward communities
Prerogative for women instead of 33 % reservation
50 % place to women in policy making level ensuring the representation of women from Dalit, Janajati and other sectors
Clear foreign policy
Proper management of open border, border encroachment by India
Termination of unequal treaties/agreements signed with India
2. Social Agenda
Social security
State responsibility towards education, health and other basic humanitarian needs
Proportional distribution of drinking water, health services, communication and electricity etc
End of religious, ethnic, gender and social discrimination
Practical end of social misbehavior, domestic violence, gambling and drug consumption
Practical end of awful customs such as dowry, acquiring cash for bride (Cheliko Dhan khane), jaari and child marriage
Practical end of awful customs/superstitions such as untouchability, chaupadi, unequal marriage, polygamy, witchcraft and faith-healer
Practical end of the oppression of Dalit, Kamaiya, Haliya, Kamlari and Badi communities
Make special arrangement/environment to live a dignified life for orphan, street children, disable, blind, elderly people and single women
Preservation and promotion of religion, language, ethnic culture and dress
Public holiday on the important festivals of all caste/ethnic groups
Property right to single woman (widows, child widows), equal right of woman in ancestral property
Universal education, accessible education
Scientific, technical, vocational and compulsory education
Free education to poor, Dalit, Janajati and marginalized people
Primary education in mother tongue, free education till grade 10
Establishment of Agriculture University, establishment of university in all the Development Regions
Effective arrangement to control social crimes, setting up an environment where the citizens can live and lead lives peacefully
End of human trafficking/sales of human organs
Practical end of exploitation of child labor
Stop children below 16 from purchasing/selling cigarette, tobacco and alcohol
Effective policy on HIV/AIDS/STDs etc
Control of theft, robbery and other crime caused by the open border
Safeguarding places prone to flood, landslide, river-encroachment and inundation
Management of concrete cemeteries
Environment conservation
End of hereditary management of temple/trust (Guthi)
End of mismanaged urbanization/settlement
3. Economic Agenda
Clear economic policy for the end of economic disparity
Financial transparency
End of privatization
Liberal economy
Socialist economic system
Economic reservation to people living below poverty line
Ceiling on the possession of property
Progressive taxation system
Transparent taxation system
Promotion of private sector
Accessible and well-managed foreign employment
Proportional distribution of foreign employment opportunities
Create an environment to stop migration of economically active population
Equal wage for similar work
Modern agriculture system and development of irrigation
Development of pasture land
End of milk holiday
Storage, processing, marketing and reasonable price of agro-products
Agriculture inputs on time and at affordable price
Decentralization and expansion of financial institutions
Priority to rural credit and saving cooperatives
Easily available soft loan
Special facilities to cottage industry
Security of industrial investment
Industrialization and agro-based industry, employment to local people in industries, wage increase and insurance of labor
Control of industrial pollution
Income generation/skill development training and employment to poor and marginalized people
Minimization of the effects of World Trade Organization on the poor communities
Village-oriented and proportional budget distribution system
Investment of 50 % income source in the same locality
Justful distribution of resources
Conservation of natural resources, proportional distribution and utilization
Forest conservation
Biodiversity conservation
Identification, conservation and proper utilization of medicinal herbs
Development of physical infrastructure (road, electricity, drinking water etc.)
Priority to develop road/agriculture road and transport sector

4. Geographical Agenda
Restructuring of state on the basis of geography
Restructuring of administrative units such as region, district, municipality and VDCs on the basis of accessibility
Formation of constituencies and polling stations on the basis of geographical setting
Priority for development on the basis of geographical inaccessibility
Protection and development of geographically backward areas
Development of agriculture system as per the geographical setting
Construction of roads/feeder roads to connect geographically backward areas with the main road/highway
Effective border management to stop border encroachment
Clear policy on the country’s territory
