Hello,

I am a law student from Washington University in the United States. I am working on advocacy in Nepal for the summer. My main project is regarding violations of Nepal’s constitutionally guaranteed right to health care free of cost from the State. I am seeking input from various walks of life regarding this topic. If anyone has information or answers for the following questionnaire, please submit it to s.wiese@propublic.org Please include your name if possible, a bit about your background, and why this subject interests you.

Thanks,
Stephen J Wiese

Health Care Questionnaire

a
And in the Universal Declaration of Human Rights?
3
Do you think the current state of health care in Nepal is at the appropriate level? Why or why not?
4
What is your plan for improving health care and access to health care for the average Nepali?
5
How can Nepal improve maternal and child health care?
6
What could be done in an ideal situation beyond the plan in order to meet the Nepali people’s guaranteed right?
7
Why is there a disparity between the current state of health care and the necessary level?
8
Are you aware that the people are charged excise duty while they avail health service from a Nursing Home?
9
Do you think this is ethical to charge a fee on a citizen who goes for his health check up? If yes please give your reasoning?
10
Is it moral/ethical to enrich the government coffers at the expense of a sick person?
11
Do you think a tax on health care services provided at a private clinic is constitutional?
a
Even if the services were unavailable at a public health facility?
b
And despite the plain language of the constitution?
12 Do you think Nepal should avoid/continue taxing such services?
13 Why would people fight against a tax on services provided by a restaurant/hotel but not a tax on services provided by a private health facility?
14 How much would a peaceful, stable democracy allow for the improvement of the health of the Nepali citizens (insomuch as the stability would allow for appropriate reform/measures to be taken)?

a If democracy is a panacea, why is it in such a poor state in the US?
